You can use netcat to tell if a TCP port is open on the far end. This isn’t necessarily going to tell you if a service is working but it will let you know that the network port is open from your deivce to the target device.
"nc -zv 5.5.5.5 3389"
This command would check that TCP port 3389 is open on the far end (in this case, Windows RDP).
